i don't think this is what you're talking about, but the mention of rescue dogs made me think of it... there is this online scam where puppy mill 'breeders' list their dogs on adoption websites (e.g. petfinder.com) in areas outside of where they are located. for example, if i search in my zip code area some supposedly local organization shows up, but once you click on the individual dogs it says they're located in various states and must be delivered. don't get me wrong, almost all of the organizations listed on there are wonderful and totally legitimate. the crooks usually get flagged really quickly but i thought i would tell you just in case :)
